STAR Procurement, invites Tenders for the provision of the Services otherwise referred to as the “Open Framework”), from organisations with relevant experience and ability to demonstrate sufficient capacity (the “Bidders”) for providing the Heat Network Consultancy Services to support the planning, development, optimisation, decarbonisation and regulatory compliance of district and communal heat networks across the United Kingdom.
STAR Procurement (“STAR”) is a shared procurement service jointly owned by Trafford Council (the Contracting Authority), Rochdale Borough Council, Stockport Metropolitan Borough Council, Tameside Metropolitan Borough Council, Knowsley Metropolitan Borough Council and St Helens Council, supporting the efficient and compliant procurement of goods, services, and works across its partner authorities and other eligible public sector bodies. STAR operates as a centre of excellence in public procurement, delivering collaborative frameworks and compliant contracting solutions aligned to the principles of transparency, value for money, and social value maximisation.
