Short term (6-month) Consultancy with WHO Cambodia

1. BACKGROUND

The mission of the WHO Health Emergencies Programme (WHE) is to build the capacity of Member States to manage health emergency risks, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations. In Cambodia, WHE works on preparedness and response to disease outbreaks and to disasters and humanitarian emergencies.

WHE brings together and enhances WHO's operational, technical and normative capacities in outbreaks, emergencies and risk analysis to address all health hazards across the risk management cycle in a predictable, capable, dependable, adaptable and accountable manner. WHE is designed to operate within the broader humanitarian and emergency management architecture in support of people at risk of, or affected by, outbreaks and emergencies, consistent with ways that strengthen local and national capabilities.

The Health Emergency Information & Risk Assessment (HIM) Programme Area of WHE is responsible for providing timely and authoritative situation analysis, risk assessment and response monitoring available for all major health threats, events and emergencies. This includes detecting, verifying and assessing the risk of potential and ongoing health emergencies; establishing data collection mechanisms and monitoring ongoing health emergency operations; providing data management, analytics and reporting platform to produce and disseminate timely emergency health information products.

The Country Health Emergency Preparedness & IHR (CPI) Programme Area of WHE includes the following: to monitor and evaluate country preparedness for health and humanitarian emergencies, to develop country capacity-building plan for countries with critical capacities and to act as the Secretariat of International Health Regulations (IHR, 2005). The CPI prioritizes support to the most vulnerable and low-capacity countries.

The Emergency Operations (EMO) Programme Area of WHE is responsible for ensuring that emergency-affected populations have access to timely and effective health services. This includes ensuring a strong emergency management system (based on incident management), effective and inclusive coordination mechanisms, joint assessments and planning by partners, implementation of operations and services according to agreed standards, and strong logistics and operational support.

The WHE team in Cambodia works to strengthen the overall capacity of the Ministry of Health for prevention, detection and control of emerging diseases and for preparedness and response to public health emergencies through the implementation of Asia Pacific Strategy for Emerging Diseases and Public Health Emergencies (APSED III).

2. PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY

The WHO Country Office and the Ministry of Health in Cambodia require a specialist in Health Emergencies to improve public health emergency preparedness measures and coordination systems that will lead to an increase in national and subnational capacity for anticipation and response to public health emergency situations.

Working closely with the Government of Cambodia, and the WHO Country office and WHO Regional Office for the Western Pacific (WPRO), the contractor will contribute to planning, developing and strengthening capacities for responding to public health emergencies in Cambodia in a scalable and sustainable manner. The purpose of the contract is to:

1. Adapt regional and global tools and methodologies to facilitate public health preparedness and response measures for managing the national and subnational response to relevant natural and humanitarian disasters.

2. Develop and establish mechanisms including plans and operational procedures within Cambodia to coordinate and respond to public health emergencies as a result of disasters.

3. Facilitate capacity building, training activities and exercises within government systems and among all stakeholders to anticipate, prepare for and respond to disaster-related health emergencies that may occur in Cambodia.

3. DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT

Under the supervision of the Country Team Leader, WHO Health Emergencies Programme, WHO Cambodia, the consultant will undertake the following activities and related tasks:

· Establish and build a good working relationship with National Disaster Management Committee (NCDM) on public health emergencies

· Assessment of the country-s risk profile using the STAR tool (strategic emergency risk assessment)

· Facilitate Operational Readiness measures in general, and more specifically for annual floods -Health Emergency Kits (HEKs), surge capacities, etc

· Support coordination systems and SOPs for emergencies, particularly the ERF/EOC/IMS mechanisms (both WHO, MOH), and as needed the Humanitarian Response Forum (HRF), UN Crisis Management (UNCM) etc

· For NGO partner coordination support HRF collaboration as it applies to public health emergencies. Also participate in the Joint Action Group (JAG) on disaster risk reduction (DRR)

· Establish mechanisms for strengthening the Disaster Risk Management for Health (DRM) framework and building health systems resilience in Cambodia

· Develop the all-hazard National Public Health Emergency Preparedness and Response Plan (PHEPRP)

· Assist MOH in specific emergency response contingency planning and surge capacity for public health emergencies

· Support the development and conduct of relevant Simulation exercises and drills to test plans; After Action Reviews (AAR); and Post Disaster Needs Assessment (PDNA)

· Assist WHE WCO team for implementation of the International Health Regulations IHR 2005, particularly as it relates to disaster preparedness and response and to Points of Entry (PoE)

· Undertake any other duties as required under the direction of the Country Team Leader (TL), WHE

1. METHODS TO CARRY OUT THE ACTIVITY

This consultancy will provide in-country support to Cambodia in the following ways.

A. Document review:

• Review all existing materials (guidelines, tools, documentation etc) available through WHO (HQ and WPRO) and relevant partner agencies for the areas of work outlined above. The aim is to have a thorough knowledge of the state-of-the-art and available guidance on each topic.

• Collate and review existing documents and prior work in Cambodia on the topics and plan for required work to fill any gaps identified.

B. Consultations and advice

• Consult with national counterparts (MOH, NCDM, etc) and partner (WFP, NGOs, etc) agencies in-country on their on-going work in order to develop a plan of work for WHO-s assistance to Cambodia.

• Discuss with WPRO WHE team for guidance on appropriate steps and strategic approach and facilitate WCO support accordingly.

• Coordinate necessary technical assistance from WPRO and HQ through WCO Cambodia to the country for preparedness and response.

C. Facilitate planning process and develop emergency contingency and response plans

· Organize meetings and workshops to assess and plan for health emergencies

· In collaboration with government partners work to develop Preparedness and Operational Readiness plans e.g PHEPRP and PPP.

· In preparation for the annual floods in Cambodia, establish necessary steps and mechanisms with government and partners to ensure adequate response activities.

D. Assist with necessary WCO emergency response operations

· Assist TL and WHE team to deliver necessary support to government and partners for relevant health emergency response.

· Coordinate support from WPRO and HQ, under the guidance of the TL/WHE.

· Key deliverable: A report describing the results of the STAR methodology for risk profiling that will inform review of national public health preparedness and response plans in Cambodia.

1. Facilitate Operational Readiness.

· Objectives: To develop a workplan and timeline for development of operational readiness measures in general and specifically for annual floods in Cambodia

· Key deliverable: Development and implementation of a multi-sectoral plan of action with government and partners that enables operational readiness measures for public health impact of annual floods such as HEKs, surge capacity etc.

1. Facilitate coordination systems and operations for response to health emergencies, including with government and partners

· Objectives: Coordinate with relevant government, non-government and local and international partner agencies on planning and preparing for response to health emergencies and disaster management in Cambodia.

· Key deliverable: Attend meetings and draft reports; coordination (HRF, JAG, UNCM etc) systems in place; SOPs developed and implemented for responding to disaster-related public health events.

1. Establish DRM-H system in Cambodia across four phases: prevention, preparedness, response and recovery

· Objectives: To establish mechanisms for strengthening DRM-H in Cambodia.

· Key deliverable: Plan to implement proactive DRM-H measures addressing prevention, preparedness, response and recovery phases including governance, policy, planning and coordination; information and knowledge management; health and related services and resources.
