Description
In accordance with FAR Part 10, Market Research, this is a Sources Sought Notice to determine the availability of potential sources/vendors having the skills and capabilities necessary to provide Health Care to Homeless Veterans (HCHV) Contracted Emergency Residential Services (CERS). The Richard L Roudebush VA Medical Center in Indianapolis, IN is seeking community-based contractors to provide services to homeless Veterans as part of the HCHV CERS program. Through the HCHV program, VA provides supportive services to Veterans and facilitates their access to a broad range of medical, mental health, and rehabilitative services. The Contractor will be required to provide a low- barrier therapeutic and rehabilitative milieu and attendant services targeting the underlying factors contributing to homelessness. The Contractor will not be required to provide detoxification or other hospital level treatment. Based on careful review of local coordinated entry data and the trends of unsheltered veterans present in the Marion County community, preference will be given to facilities with capacity for serving up to 30 veterans per day, in a safe and secure environment that supports goals for recovery from homelessness. Preference will be given to Contractors that can house veterans who are subject to residency restrictions (e.g. those required to register following conviction of a sexual offense), and Contractors who have the capacity to serve both male and female veterans. For contractors able to accommodate female veterans, 1 of the beds would be reserved at all times for a female veteran. The Contractor will be required to provide low-barrier access to program that offers housing, meals, therapeutic group services, and case management that addresses the underlying factors contributing to homelessness.
