Description

The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Marine Operations Center The National Oceanic and Atmospheric Administration (NOAA) Henry Bigelow requires the procurement of LED lighting fixtures to replace fluorescent lights currently in use throughout the passageways, staterooms and working areas throughout the ship. LED lights are energy efficient and reliable alternatives to fluorescent lighting originally installed aboard the vessel. The LED lighting fixtures MUST be Phoenix Lighting brand to ensure compatibility with existing systems, improve interchangeability, and reduce the number of spares required. Furthermore the listed lights are compliant with the following standards: UL 1598 Suitable for Wet Locations, UL 1598C LED Retrofit Conversion (retrofit kits only), CSA C22.2 No. 250.0-08, UL 1598A Marine Outside Type (Saltwater), UL 924 Emergency Lighting Equipment, ABS, IP65, CE.



Additionally, U.S. Coast Guard Safety Alert 13-18 (attached) notified mariners that certain LED light fixtures cause interference with VHF radio and AIS Reception leading to nontrivial safety concerns. The Safety Alert does not provide a standard for LED lighting that would guarantee noninterference, but describes a trial and error methodology for testing lighting systems and their interference potential. Henry Bigelow has not had any radio interference upon the installation of Phoenix lights. It is currently unclear which brands/makes/models of lights cause interference, so purchase of any other brand of lights would introduce a risk that the lights would interfere with radio communications, rendering them unusable aboard.
