Integrated Statutory Advocacy Service (ISAS) - HAC6124
The London Borough of Tower Hamlets is undertaking Preliminary Market Engagement in advance of a forthcoming procurement opportunity for an Integrated Statutory Advocacy Service (ISAS). The proposed service will bring together a range of statutory advocacy functions under a single contract to provide high quality, independent advocacy support for eligible residents.
The service is expected to include:
Independent Mental Capacity Advocacy (IMCA)
Deprivation of Liberty Safeguards (DoLS) and Relevant Person's Paid Representative (RPPR) services
Care Act Advocacy (CAA)
NHS Complaints Advocacy (IHCAS)
Independent Mental Health Advocacy (IMHA)
The Council is seeking engagement with organisations that have experience of delivering statutory advocacy services and welcomes participation from single providers, lead provider arrangements, partnerships and consortia.
The proposed contract is anticipated to commence on 1 February 2027, with an initial term of 36 months and the option to extend for a further 12 months, giving a maximum contract term of 48 months. The estimated maximum contract value is approximately £1.547 million over the full term, including extensions.
