This consultation is carried out in compliance with the provisions of articles R. 2123-1, R. 2123-4 and R. 2123-5 of the Public Procurement Code according to an adapted open procedure with possible negotiation. The services will be subject to a split single-award framework agreement with purchase orders, concluded with a minimum amount and a maximum amount defined in the act of commitment. The duration of the framework agreement is fixed at 4 years from its notification. The Department of Manche, with a view to promoting employment and combating exclusion, has decided to apply the provisions of article L.2112-2 of the public procurement code by including in this consultation a mandatory clause for insertion by economic activity. This obligation is mentioned in article 11 of the CCAP
