Assignment Description: -
Main objective: Analysis of the grid analysis in Kalimantan (the 3 main grids in Kalimantan - Borneo island) to (i) review the defense scheme, and evaluate if it is good enough to answer any constraints, including best practices; (ii) analyze the stability issues, each power plants ability to provide stability to the grid; (iii) evaluate the transmission plan and provide recommendations over the next 10 years, including VRE integration, and (iv) provide recommendations of best practices on how to manage transmission assets.
Background: On 27 May 2021 at 13:29, there was a widespread blackout in the Kalimantan Interconnection System caused by a short circuit at the Tengkawang GI when the Embalut-Tengkawang 1 conductor was not operated due to maintenance. The widespread outage was triggered by a short circuit fault that could not be properly isolated so that the fault persisted for up to 5.5 seconds. As a result of short circuit faults that cannot be properly isolated, some of the generators in the system trip, resulting in a decrease in the frequency of the system which then triggers the activation of defense schemes and island operations on the Kalimantan Interconnection System.
On August 10, 2021, at 18:28 WITA, there was also a partial blackout disruption on the Kalimantan Interconnection caused by a short circuit in the transmissions of Palangkaraya Mintin and Sebangau Mintin. The Island Subsystem of Central Kalimantan lasted for almost 30 minutes supported by the Kasongan unit 2 SKS generator which failed to synchronize with the interconnection system. To anticipate the occurrence of similar events in the future, it is necessary to study related to the strength of the Kalimantan Interconnection System in dealing with disturbances that may occur in the system under the current system condition and for the condition of the system for at least the next 5 years. In this study, an analysis of aspects related to the strength and stability of the Kalimantan Interconnection System will be carried out, including the phenomenon of power swing and maximum transfer limits, a review of the transmission and generator protection system, a defense scheme study, and voltage stability analysis. frequency, and transients in the Kalimantan Interconnection System.
