the capital regional district ("crd") invites detailed proposals from consultants (the "proponents") in strict accordance with these proposal documents (crd, rfp no. ssi 2019-002). the proposals will be evaluated for the selection of a consultant (or consultants) with the intent to enter into a contract (the "contract") to provide the services described in the rfp document

the scope of the work will involve providing research and analytical services, to develop a program framework that will establish salt spring as a learning lab for green technologies managed by the community economic development commission (cedc). this learning lab will offer a space where green business solutions can be tested and implemented in a contained learning lab/ incubator environment. the goal of this pilot program is to demonstrate ways green practices can produce innovative and sustainable economic solutions for rural communities across british columbia.
