Expression of Interest are invited for Serbia: Green Economy Financing Facility - Facility Consultant.

Project Description:

The European Bank for Reconstruction and Development (the EBRD or the Bank) aims to help create a market for climate change adaptation and mitigation technology solutions in line with the Bank's Green Economy Transition ("GET") approach. As such, the Green Economy Financing Facilities (“GEFF”) program transposes this approach by converting green opportunities into sound investments by providing innovating lines of finance to local banks, microfinance institutions and leasing companies and by demonstrating the business case for investing in greener solutions.

The Bank is scaling up its operations of GEFFs in Serbia and is now developing a new GCF-GEFF Green Economy Financing Facility Serbia (the “GEFF Serbia” or the “Facility”): a framework operation of up to EUR 30 million for financing GET investments through up to three participating Leasing Companies (“PFIs”) in Serbia.

The Facility will promote high performance standards for technologies and services through intermediated financial instruments to support transition to green economy (GET technologies and services).

The Facility will be the first EBRD FI credit line to integrate the Bank-s GET objectives through Leasing Companies in Serbia, leveraging a specific form of finance - leasing - which is often the favoured financing measure for expenditure on capital goods. The Facility will go beyond the current business practices by including sustainable land management technologies tackling the adverse effects of climate change.

The Facility will help Serbia to enhance energy security by improving efficiency, to reduce GHG emissions and associated environmental impacts of energy use, thereby supporting Serbia in achieving its NEEAP targets by promoting green technologies in the agri, industry and transport sectors.

Assignment Description:

Implementation of the Facility will be supported by a dedicated technical cooperation (“TC”) package, the subject of this selection. The TC will assist primarily the EBRD with development of the facility infrastructure and to support the origination of green investments in the commercial sector as well as to ensure adequate reporting and monitoring of the investments. In this context EBRD seeks to engage the Facility Consultant, who will undertake facility infrastructure development including preparation and population of a dedicated Technology Selector, marketing activities and reporting.

The objective of this Assignment is to transfer strategic know-how and raise awareness about modern energy performance and environmental standards to contribute to the creation of a demand-driven, self-sustaining market for investments in high performance technologies and services supporting a green economy. The specific objective is to support the implementation of the GCF-GEFF Serbia resulting in a portfolio of eligible Sub-projects.

Framework Contract for the Assignment
The Bank intends to enter into a Framework Contract with a consultant ('the Consultant') to enable the Bank to call upon a firm from which it can quickly and efficiently obtain reliable services.

The Framework Contract will establish, in advance, fee rates for experts, the contract terms and agreements, and procedures that will govern individual sub-assignments (“'Sub-assignments” or “Call-offs”) to be required to implement the Assignment. Under the Framework Contract the Bank will have the option, but not the obligation, to place individual Sub-assignments with the selected Consultant.

The Bank may send to the selected Consultant specific Terms of Reference for the Sub-assignment (“Specific ToR”). The Specific ToR will include a description of the tasks to be performed, time-schedules and reporting instructions. The Consultant should respond by sending to the Bank a technical and financial proposal for the Sub-assignment together with details of the Expert(s) proposed to carry out the services. The Bank will then assess the response and - subject to successful negotiations - issue a call-off notice ('Call-Off Notice') for the individual Sub-assignment. The scope of individual Sub-assignments will cover the tasks and activities mentioned in the Full Terms of Reference.

The selected Consultant is expected to provide the following services:

· Develop the Facility-s Operational Tools (Operations Manual, related forms, documents,

reports and work-flows adapted to the Facility);

· Update, maintain and populate a Technology Selector that includes pre-defined categories of

technologies with specific minimum technical and environmental characteristics proven to

result in fundamental and straightforward improvements in energy, water and material

efficiency (sustainable land management);

· Prepare marketing plan and promote the Facility through marketing activities and establish

the Facility website;

· Screen PFIs- client base in order to identify industry sectors that may benefit from resource

and energy efficiency technology upgrades;

· Liaise with the EBRD as necessary to monitor and report on the implementation of the

Facility;

· Perform desk-based verification on a sample of sub-projects to confirm that Loan proceeds

have been used in line with the eligibility criteria of the Facility.

Consultant Selection Procedure: Single stage open competitive selection. Interested firms or groups of firms are invited to submit a Technical and Financial Proposal.

Assignment Start Date and Duration: The Assignment is expected to start in March 2019 and has an estimated overall duration of 24 months.

Cost Estimate for the Assignment: EUR 530, 000.00 (exclusive of VAT).

Funding Source: It is anticipated that the contract will be financed by Green Climate Fund (GCF) and

Luxembourg-ODA Technical Co-Operation Fund.

Selection and contracting are subject to the availability of funding.

Eligibility: There are no eligibility restrictions based on the consultant's country of origin.

Consultant Profile: Corporate services are required. The Consultant will be a firm or a group of firms preferably with previous project experience in similar assignments in the commercial, industrial or agri sectors, implementing credit-line facilities in the Western Balkans region, preferably Serbia and preferably through leasing companies. The Consultant's expert team is expected to include the following key experts (the 'Key Experts'):

Project Manager, with:

· preferably 15 years of previous professional experience in project management;

· international technical experience in industrial/agricultural/corporate EE and/or RE technologies and measures including related EE and RE financing schemes;

· expertise in project implementation planning;

· fluent spoken and written English and Serbian is essential

Lead Engineer, with:

· preferably 15 years of previous professional international project experience, including overseeing the work of a team of engineers;

· knowledge of regulations applicable to Serbia as well as best practices in EU a for sustainable energy, water efficiency and resource efficiency in the agricultural-, industrial-, commercial sectors; knowledge of regulations and best practices applicable to sustainable land management;

· previous professional experience of explaining engineering measures in financial terms;

· fluent spoken and written English and Serbian is essential;

Pool of Local Engineers, with:

· knowledge of regulations applicable to Serbia as well as best practice in EU for EE/RE technologies for sustainable energy, water efficiency and resource efficiency in the agricultural-, industrial-, commercial;

· knowledge of regulations applicable to Serbia regarding vehicles and equipments included in the Technology Selector;

· previous professional experience in developing sustainable energy projects, including: (i) conducting energy audits, (ii) assessment of project investment plan including its risks and mitigation strategy, (iii) commercially based sustainable energy projects financing, and (iv) calculation of energy savings and greenhouse gas emission reduction for such projects;

· fluent spoken and written Serbian is essential; and

· knowledge of English would be an advantage.

Communications and Marketing Experts, with:

· preferably 10 years of previous professional experience in developing marketing strategy and marketing tools;

· preferably 10 years of previous professional experience in carrying out successful marketing projects in a business-to-business marketing as well as business-to-consumer marketing context;

· previous professional experience in working with corporate clients and/or banks or leasing companies on marketing their products;

· previous professional experience in organising high-level marketing events with international audience;

· fluent spoken and written Serbian is essential; and

· fluent spoken and written English is an advantage.
