Tenders are invited for Green Climate Fund - Vaisigano Catchment Project.
Vaisigano Drainage Projects - Site 5 a Upgrade, Mulinu-u Road, Apia
In December 2017, Government of Samoa (GoS) received financing from the Green Climate Fund to undertake
the Integrated Flood Management to Enhance Climate Resilience of the Vaisigano River Catchment in Samoa
project. The objective of this project is to strengthen the adaptive capacity, and reduced exposure to extreme
weather events, of vulnerable communities, infrastructure, and the built environment in the Vaisigano River
Catchment area. The project represents the Government of Samoa-s initial steps in operationalizing a
comprehensive flood management solution. It has three major outputs:
1. Capacities and information base strengthened for Government of Samoa to pursue an integrated
approach to reduce vulnerability towards flood-related risks,
2. Key infrastructures in the Vaisigano River Catchment are flood-proofed to increase resilience to
negative effects of excessive water; and
3. Upgraded drainage in downstream areas to increase capacity and allow for more rapid outflow of flood
waters.
Output 3 which is implemented by the Land Transport Authority (LTA), includes the design of nineteen (19)
drainage sites under the Storm-water Master Plan 2011 with nine of the drainage sites identified for construction.
Following practical completion of the 9 drainage sites, it was noted that ponding problems on the carriageway
starting from Lava Hotel towards the twin splay sump at Site 5 had occurred. Initial investigations into the cause
of the ponding discovered that a new drainage line from Lava Hotel had been connected to the existing DN300
line under the footpath which leads eastward to the double splay sump at Site 5. The ponding was due to the
insufficient capacity of the DN300 to accommodate the additional drainage from Lava Hotel. Furthermore, the
twin-outlet at Site 5 was blocked most likely due to collapsed sections of underground pipes (See figure 1).
An allocation for construction works to rectify this issue has been secured and the Land Transport Authority
(“LTA”) now invites sealed bids from eligible bidders for the above-mentioned project

Eligible bidders must be currently registered with LTA in Category A for Upolu Capital Works for
Financial Year 2022/2023.
A complete set of bidding documents may be purchased by interested bidders on submission of a written
application to the above office, and upon payment of a non-refundable fee of SAT$300 for each Package. The
Authority kindly advises all interested bidders to provide a flash drive when uplifting bidding
documents.
