The Minnesota Department of Health Commissioner was issued a statutory mandate by the 2023 Minnesota Legislature [see Laws 2023, chpt. 70, art. 4, sect. 102] to study the environmental and health impacts of green burials and natural organic reduction and develop recommendations for the performance of green burials and natural organic reduction to prevent environmental harm, including contamination of groundwater and surface water, and to protect the health of workers performing green burials and natural organic reduction, mourners, and the public. The Commissioner is required to submit the study results and recommendations, including any statutory changes needed to implement the recommendations to the chairs and ranking minority members of the legislative committees with jurisdiction over health and the environment by February 1, 2025. The contracted services require masters and/or doctorial level research expertise to conduct secondary research to compile and analyze existing data from state, federal, organizational, scientific and peer-reviewed resources to identify the environmental and health impacts of green burials and natural organic reduction, including of groundwater and surface water and the health protections necessary for workers performing green burials and natural organic reduction, mourners, and the public. Experience within the past five (5) years conducting research on public or environmental health topics is preferred. The contracted services will also include a professional presentation to summarize the written research study report with an in-person, virtual, or hybrid platform to the Minnesota Department of Health and stakeholders identified by the Minnesota Department of Health.
