Enclosed is a Request for Proposals (RFP). Creative invites qualified Individuals to submit a best-value proposal for Graphic Designer / Programmer(s). The issuance of a contract is subject to availability of funds and successful negotiation of the contract budget and terms. The Contracts resulting from this Request for Proposal will be a Blanket Consultancy Agreements (BCA).

The requirements for this activity are described in the “Statement of Work” in Attachment A. Creative encourages your Individual to indicate its interest in this procurement by submitting a proposal according to the instructions in Attachment B “Instructions to Offerors.” Proposals will be evaluated based on the “Evaluation Criteria” in Attachment C. Creative will make an award to the responsible Offeror submitting an offer that provides best value to the project: technical merit and price will be both considered.

To be considered, Offerors should submit a complete proposal no later than the closing date and time indicated above. Offerors should ensure that the proposals are well-written in English, easy to read, follow the instructions provided and contain only requested information.

Any questions should be submitted in writing and emailed to TapProcurement@crea-jtap.com no later than November 30, 2022. No questions will be entertained if they are received by means other than the specified email address, and any communications to alternate e-mail addresses will result in the disqualification of the bidder. The solicitation number (listed above) should be stated in the subject line. Answers will be compiled and distributed on December 4, 2022.

Introduction

Background

The Technical Assistance Program (TAP), funded by the U.S. Agency for International Development (USAID), is a five-year education and youth project that seeks to transform the organizational culture and improve the abilities within the Ministry of Education and the Ministry of Youth to ensure officials can implement desired reforms. Creative and its partners will provide technical assistance in the development, roll-out, and tracking of policies and procedures to incorporate international best practices for public education and youth programming. Among the many activities in the Jordan Technical Assistance Program, it will support curriculum development, promote inclusive learning techniques, improve the skills of teachers and school managers, and other tangible activities that ultimately support changing the organizational culture within the two ministries and relevant agencies. The program will further support Jordan-s outreach and behavioral change communications initiatives that are aimed at creating a culture of reading, the inclusion of vulnerable children, and increased youth engagement.

Objective

The overall objective of this position is to work in tandem and in coordination with the Creative-s Learning Assessment expert, TAP's Learning Assessment Specialist, and MEL Director in preparing data files, bookmark ordered items, brochures, and data analysis for Grades 7-11 Diagnostic Study.

The program is looking to solicit Graphic Designers/Programmers to support the Ministry of Education (MoE) and TAP work to report on Grades 7-11 Diagnostic Study results.

Primary Role and Responsibilities:

Design ordered items bookmark for Arabic and Math for all 7-11 grades.
Generate excel sheets to calculate percent correct scores per directorate, gender, location, etc.
Generate excel sheets to calculate the highest and lowest results per directorate, gender, location, etc.
Design and prepare field directorate report cards that outline directorate-specific student performance levels and the status of the conditions for learning.
Support the team using the Microsoft Publisher software or other software capable to create field directorates cards. The feature used under MS Publisher is “Mail Merge, ” which allows the reading database of results and graphs produced by statistical analysis.
Support the team in Excel macro programming and producing the necessary graphs for the field directorate report using Excel macro program.
Prepare data files/analysis results to feed into the study reports.
Support the design of reports (as requested) to facilitate discussions around the results.
Design interactive dashboards if needed.
Key Working Relationships:

This position will administratively and technically report to the Learning Assessment Specialist. In addition to close collaboration with Creative-s Learning Assessment expert.

Required Qualifications:

University degree in Software engineering, computer science, or any related IT field.
Minimum of 6 years of experience in programming and graphic design or related field
Experience in Microsoft Publisher or equivalent
Excellent communication, negotiation, and writing skills.
Fluency in English and Arabic (spoken and written).

Period of Performance:

Creative anticipates issuing a Blanket Consultancy Agreement (BCA) valid for a Period of Performance of approximately one year base up to three -years options that will be exercised in writing by Creative.

Ordering Procedure:

Purchases may only be made by Creative via written FP Level of Effort (LOE) Work Orders and executed by the authorized individuals listed in the BCA.

Daily rates are based on an 8-hour working day. Any hours worked in excess of 8 hours will not be paid. Working days consisting of less than 8 hours shall be prorated accordingly.

These Instructions to Offerors will not form part of the offer or of the Contract. They are intended solely to aid Offerors in the preparation of their proposals. Read and follow these instructions carefully.

The proposal and all corresponding documents related to the proposal must be written in the English language, unless otherwise explicitly allowed. Additionally, all proposals should be single-spaced with clear section headings, and be presented in the order specified in Attachment C - Evaluation Criteria.
Proposals must include only the Offeror-s own work. No text should be copied from sources outside of, unless those sources are adequately cited and credited. If Creative determines that any part of the proposal is plagiarized from outside sources, the Offeror will be automatically disqualified.
Proposals and all cost and price figures must be presented in JOD. All prices should be tax Exempted. professional services agreement will be issued to the successful offeror in local currency and subject for 5 % service tax deduction as per in accordance with enacted Jordanian legislations
The Offeror must state in their Proposal the validity period of their offer. The minimum offer acceptance period for this RFP is 90 days after closing date of the RFP.
