Expression of Interest are invited for Geothermal Energy Technical Advisor.

OVERVIEW

The Caribbean Development Bank (CDB) proposes to utilise resources from the Canadian Support to the Energy Sector in the Caribbean (CSES-C) Fund to enhance the Bank-s capacity in providing support to its Borrowing Member Countries (BMCs) in the Eastern Caribbean in their pursuit of their geothermal energy (GE) development. CDB intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued. Payments shall not be made to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.

CDB, the Executing Agency, through its Renewable Energy/Energy Efficiency Unit (REEEU), wishes to procure consultancy services for the purpose.

The objective of the assignment is to strengthen the capacity in providing support to its BMCs in the Eastern Caribbean, in their pursuit of their GE development.

The Consultant Geothermal Energy Technical Advisor (GETA) will report to the Coordinator REEEU, and will be responsible for, but not limited to, the following tasks and activities.

(a) Provide general and specific advice on various aspects of geothermal energy development in the countries. Advise the REEEU on the local conditions of the targeted countries that may affect the technical and economic viability of projects; review geoscientific reports, drilling proposals/plans/reports, requests for proposals documents and other technical reports; evaluate applications to the CDB and make recommendations of the awards of grant/loans; review business plans to assess the viability and to elucidate risks and opportunities; prepare scope of works for further studies.

(b) Provide support to the Bank in the preparation and appraisal of sub-projects, by working with applicants and BMCs to ensure high quality applications are received. Ensure donor?funding requirements are met and that due process is followed for applications; support through the Bank-s operations at each stage of the sub-projects financed with resources under the CDB GeoSmart Initiative (the Bank-s efforts for mobilising resources to support GE).

(c) Support Resource mobilisation effort of the Bank for GE development, in the context of the CDB GeoSmart Initiative, by assessing specific financing resource needs in the targeted countries and developing concessionary funding proposals to Partners and international agencies on behalf of countries and CDB.

(d) Provide capacity strengthening, and support outreach and communications objectives, by identifying capacity-building requirements in BMCs and working with the international community to allocate resources to meet their needs. Collaboratively working with Partners to support communication objectives.

CDB now invites interested eligible individual consultants to submit Expressions of Interest (EOI) indicating qualifications and experience required to fulfil the role of Geothermal Energy Technical Advisor, and provide the relevant consultancy services, per the Terms of Reference. The GETA will be stationed on a full time basis, at the Headquarters of the Caribbean Development Bank, Wildey, St Michael, Barbados.

ELIGIBLITY

Consultants shall be eligible to participate if:

(a) the persons are citizens or bona fide residents of an eligible country; and

(b) in all cases, the consultant shall have no arrangement and undertakes not to make any arrangements, whereby any substantial part of the net profits or other tangible benefits of the contract will accrue or be paid to a person not a citizen or bona fide resident of an eligible country.

All countries are eligible for this opportunity.

Following the assessment of submissions, the most technically capable and appropriately experienced applicant will be invited to negotiate a contract to provide the consultancy services. CDB reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety. It will not be bound to assign any reason for not engaging the services of any applicant and will not defray any costs incurred by any applicant in the preparation and submission of EOI.
