③ have Grade A, B, C or D in "Offer of products etc." for participating in tenders by Ministry of Health Labour and Welfare (Single qualification for every ministry and agency) in Kanto-Koshinetsu Region ;

④ join social insurance (welfare annuity insurance, health insurance, seamen's insurance, national pension, worker's compensation insurance, unemployment insurance) and pay the social insurance premiums and have no Delinquency in the past 2 years
