GENERAL PROCUREMENT NOTICE The People''''sRepublic of China Guilin Integrated Environment Management ProjectLoan No.: 8458-CN Project IDNo.:P133017 The People''''s Republic of China has applied for financing inthe amount of US$ 100million equivalentfrom the World Banktoward the cost of the Guilin Integrated Environment Management Project, and it intends to applypart ofthe proceeds to payments for goods, works, related services and consulting services to be procured under thisproject.
The project has the following components: Component 1:Water Supply (US$36.93 million). Investments under this component willallow the water supply system to meet future demand of domestic consumers (including those who are not served), commercial and industrialenterprises, an expandingairport, and two growing universities. To do so, the component will involve (a) theinstallation of a 37 km long drinking water main and associated distribution pipelines linking the existing Chengbai WaterTreatment Plant (WTP) (from existing capacity of 100, 000 expanded to 300, 000 m3/day) mainlyto serve Lingui District and Balijie Area; (b) the construction of a booster pumpingstation in Xiufeng District to supply water tothe residents in Lingui District and the vicinity ofthe Guilin Liangjiang Airport; and, (c) the provision of monitoring and inspection equipment in the network to improve thecompliance of new drinking water quality standard (act as regional drinking water quality monitoring center to support small watersupply plants operating in small towns), and thedevelopment and installation of a decision support system (water operationplatform) for improved efficiency, including drinking water allocation and distribution among service areas, pressure management, and control ofNRW. Component2: Wastewater Management (US$79.43million). This component focuses on maintaining the water quality of LijiangRiver by reducing pollution dischargeloads from Guilin''''sWastewaterTreatment Plants (WWTPs) owing to additional water usage and higher discharge limits set up by Guilin Municipal EnvironmentalProtection Bureau (GEPB). The component will focus on (a) replacing aged equipment at selected pumping stations andthe installation of additional odor control facilities including ventilation systems; (b) expanding, replacing or rehabilitatingthe sewer networkswith necessaryequipment to control leakages or blockage, and the replacement and/or rehabilitation of associated manholes. The component will also (c) upgrading four WWTPs (Shangyao, Qilidian, Beichong and Yanshan)to improve the quality of effluent discharges, and associated odor control and disinfection equipment to ensure their operationscan improve water quality of Lijiang River, and (d) upgrading sludge dewatering equipment at three WWTPs (Shangyao, Qilidian, and Beichong) and installing the associatedventilation and odor control facilities at all five WWTPs (Shangyao, Qilidian, Beichong, Yanshan andLingui). Component 3:Sludge Management (US$18.48 million). This component aims at preventingenvironmental pollution from increased sludge disposal as a result of more wastewater treated.Thus, it will focus on (a) construct a sludge management center and the associated ventilation and odor control facilities; and (b) the purchase ofsludge hauling trucks and sewer maintenance trucks. Component 4:Water Quality Monitoring and Pollution Management (US$1.13 million). Thiscomponent involves the (a) strengthening of the water quality monitoring system associated to the Lijiang River toenable real-timedata collection and processing; (b) the development of a pollution management system for the effective monitoring and management ofthe Lijiang River water quality, and (c) the piloting of a pollution sourceanalysis for the urban stretches of the LijiangRiver. Component 5:Project Management and Supervision (US$2.00 million). Thiscomponent involves the provision of technical assistance and training for projectmanagement and supervision, including monitoring of the implementation of the EnvironmentalManagement Plan (EMP) and ResettlementAction Plan (RAP). It will include (a) project management (including Mu0026E), (b)consultancy services for engineering design review and least cost review of sludge options, and supervision of the implementationof environmental assessments, and resettlement action plans, (c) incremental operating support for PMO operation atimplementation, and (d) training and study tours. The component will alsoassist in the capacity building of the Project Implementation Units (PIUs) through training on monitoring, operation u0026maintenance of WTPs/WWTPs and sludge treatment, benchmarking of utilities'''' operation performance, NRW reduction, andothers.
