GENERAL PROCUREMENT NOTICE Country : Republic of VANUATUProject : GPOBA Improved Electricity Access Project Grant : GPOBA TF016279ProjectID GRANT NUMBER : P133701 The Government of Vanuatu ( GOV ) is proposing to make available, local private utilities throughs UNELCO Vanuatu Utilities and Infrastructure ( vui ) Limited, a one-off subsidy toassisteligible lowincome households to connect to existing electricity grids in Port Vila, Luganville, Tanna and Malekula. In addition, subsidieswill be made available to assist with basic household wiring, where household wiring does not meet industry standards or is not inplace for these consumers.
The project will be financed in the amount of US$4.85 million equivalent by the Global Partnershipon Output Based Aid(GPOBA), through the World Bank. The Department of Energy (DoE) will lead the implementation of theGPOBA project.
The private sector utilities UNELCO and VUI, will support implementation and supervise the contractors to make theservice connections and basic household wiring, where required. Households will be connected from the existing distribution lines.Each household must be located within current concession boundaries and will be connected as a "small domestic consumer". Project Objectives and Description The objective of the Project is to increase sustainable access to formal grid-based electricity services within theRecipient''''s electricity concession service areas for low-income customers through targeted subsidies. The Project totaling US$4.85 million over a 4-year period would support thefollowing components: Part 1: NewService Connections for Low-Income Households (USD2.2 Million)Provision of OBA Subsidies to assist in covering the costs of connecting Eligible Households to grid-based electricityservices.Part 2: HouseholdWiring for Low-Income Households (USD2.1 Million)Provision of OBA Subsidies to assist in covering the costs of household wiring and energy-saving lightbulbs for EligibleHouseholds gaining electricity connections under Part 1.Part 3: ProjectManagement, Monitoring and Evaluation, Communications and Outreach, and Training (USD 0.35Million)Carrying out activities to support implementation of the project, including, amongother things:(a) Raising Beneficiaries'''' awareness of the OBASubsidies available underPart 1 and Part 2 and training on safe electrical practices;(b) Development and adoption of technical standardsand a licensing scheme for household wiring, including delivering training programs for electricians and monitoring compliance withstandards;(c) Monitoring and evaluation, financialmanagement, supervision, and audit of the Project; and(d) Technical training, support, and incrementaloperating costs for theDepartment of Energy.
