GENERAL PROCUREMENT NOTICE THEPEOPLE''''S REPUBLIC OF CHINAGEF Municipal Solid Waste ManagementProjectSolid waste management; Publicadministration- Water, sanitation and flood protectionGENERAL PROCUREMENT NOTICEGrant No.Project ID No. P126832 ThePEOPLE''''S REPUBLIC OF CHINA has applied forfinancing inthe amount of US$ 12million equivalent from the World Bank toward the cost of the GEF Municipal Solid Waste (MSW)Management Project, and it intends toapply part of the proceeds to payments for goods, works, related services and consulting services to be procured under thisproject. The project will include the following components: (1) Capacity Building forImproved Operation and Regulation of MSW Incinerators, (2) Capacity Building for Improved MSW Management Planning, and (3) ProjectManagement. Component 1: Capacity Building for Improved Operation and Regulation of MSWIncinerators. This component would support two closely linkedsub-components aiming toincrease capacity to better operate and regulate MSW incinerators so as to reduce dioxin and other pollutantemissions.Sub-component 1A. Building Capacity for ImprovedIncinerator Operations and Emissions Control. This sub-component would increase capacity at selected demonstration incinerators toimprove operations and reduce dioxin and other pollutant emissions in line with Stockholm Convention BAT/BET.The project would support operational andenvironmental performance audits at four candidate demonstration incinerators in Kunming during the first year of projectimplementation. Based on theaudits, an operational improvement programwould be designed for each incinerator. Incinerators that commit to implementing these programs and fulfill financial eligibility conditionswould be supported during the remainder of the project, including through grant funding fornecessary upgrades of equipment relevantfor dioxin emission reduction. Specifically, the project would support the following activities: a)Procurement of necessary monitoring equipment forparticipating incineratorsbefore the audits;b) Operational and environmental performance audits. c) Dissemination of lessons learned from the audits inKunming to regulators andincinerator managers in other cities across China. d) Operational improvement programs, including capital investments indioxin reducingequipment. e)BAT and BEP training for approximately 250 MSW incinerator managers and operatorsof which 50 would be from Kunming and Ningbo incinerators, and the rest from 40 MSW incinerators across China.Sub-component 1B. Capacity Building for Improved Regulation of MSW Incinerators.Thissub-component would support five activities to promote improved regulation of MSW incinerators: a) Piloting of integrated permits forselected incinerators, which would specify in detail incinerator operating conditions required to meet emission limits for dioxin andother pollutants, as laid out in the operational improvement programs.
The permits would also include inspection manuals for theregulators.b) Building capacity for improvedmonitoring by regulators through: i.Procurement of IT hardware and software to allow Kunming andNingbo UMBs and EPBs continuous online access to incinerator operating and emission data; ii. Stack tests for dioxin where standards for such tests are enforced, including maintenance of normaloperating conditions at the time of sampling; iii. Enhancing thecapacity of the Ningbo dioxin laboratorythrough the purchase of equipment andtechnical assistance. c) Training of national anddemonstration city level regulators through study tours to North American and European cities where BAT/BEP forMSW incineration are implemented; d) Updating and developing fournational-level technical standardsfor MSW incinerator operations; ande) Public awareness raising anddisclosure of incinerator operating and emissions data. Component 2. Capacity Building for Improved MSW Management Planning. This component would support four activitiesto promote improved MSW management planning with a view to reduce solid waste going to MSW incinerators: a) A study on regional planning ofMSW disposal that would identify cost effective disposal options ata regional scale (national level activity); b) A national level study on the system of statistical indicatorsandMSW classification; c) Twinning of Kunming and Ningbo onMSW segregation; and d) An assessment of the impact of MSWsegregation on dioxin emissions in Ningbo. Component 3. Project Management. The project wouldfund incremental operating costs and consultancy costs associatedwith projectmanagement, including day-to-day project implementation, procurement and financial management, environmental safeguards carried outby the Foreign Economic Cooperation Office, the Yunnan Project Management Office PMO, and the Ningbo PMO.
