THIS NOTICE IS A REQUEST FOR INFORMATION (RFI) ONLY AND DOES NOT CONSTITUTE A REQUEST FOR EITHER A QUOTE OR PROPOSAL, OR AN INVITATION FOR A BID. THE INTENT OF THIS RFI IS TO IDENTIFY POTENTIAL U.S. SMALL BUSINESS ADMINISTRATION CERTIFIED 8(A) BUSINESS DEVELOPMENT PROGRAM PARTICIPANTS FOR CONSTRUCTION SERVICES AT NAVAL AIR STATION (NAS) JACKSONVILLE AND ITS AREAS OF RESPONSIBILITY (AOR). NO SOLICITATION, SPECIFICATIONS OR DRAWINGS ARE CURRENTLY AVAILABLE.
The purpose of this RFI is to gain knowledge of qualified and interested participants under the U.S. Small Business Administration (SBA) certified 8(a) business development program. Potential sources should have current relevant qualifications, experience, personnel, Cybersecurity Maturity Model Certification, equipment, and capability to perform general or specialized construction services. Preferred 8(a) participants will have capability of performing trade work with in-house staff.
In accordance with Federal Acquisition Regulation (FAR) 15.101(c), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents will not be notified of the results of the evaluation and any information submitted by respondents to this notice is strictly voluntary.
The Government will use the RFI responses along with other market research to make various determinations regarding the procurement of construction activities at NAS Jacksonville. Contracting Officers may decide to pursue single award or stand-alone IDIQs for General or Specialized Construction Services from responses to this RFI; however, this RFI is not a guarantee of any future opportunities. The estimated maximum contract value will vary depending on project or IDIQ determinations but may range from $200, 000 to $5, 500, 000. Any IDIQ will have subsequent task orders ranging from $200, 000 to $1, 900, 000 and will be issued as firm-fixed-price task orders.
