The Association of Lebanese Industrialists (ALI), Established in 1942, is the main national association of manufacturing companies operating in Lebanon. It deals with both economic and social issues concerning business and advocates a policy of balanced industrial development for all Lebanese regions. The Association seeks to create and maintain an environment which is favorable to industrial investment, job creation, growth and development.
ALI represents Lebanese Industry and interprets the needs and recommendations of the industrial community in dealing with public institutions, including the Parliament, the Government, the Trade Unions and other organizations in Lebanon and abroad. ALI participates actively in policy-making consultations on a very broad range of issues, including economic and social policy, labour legislation and industrial relations, social security and health care, taxation, policies for small and medium-sized enterprises, education, and research and technology, and the environment.
2. Background Information
The ILO is implementing the project “Women in Management Initiative (WIMIN) -supporting women to reach management and leadership positions in firms and workers- and employers- organisations”. Through this intervention, which covers Lebanon ILO fosters the participation of Lebanese women in management and leadership positions in employers and workers organizations and in selected firms. It is based on the theory of change that if women had the opportunity to rise to senior positions, and firms and organisations had the information and support on promoting gender equality, it would help women, employers- and workers- organisations, and firms, reach 33 percent critical mass, at which organisational change towards gender equality is seen to be catalysed. For workers- and employers- organisations this means increasing the number of female members and developing their capacity to progress and reach.
In order to feed into the outcomes of the project, there is a strong need for ALI to take stock on the situation of women in enterprises and sectors covered by the association to be able to tailor an intervention that would support, and build women-s capacity to maintain and or progress into key decision making positions within the private sector.
3. Scope and objectives
The objective is to conduct a diagnostic analysis of the situation through a survey that would allow collecting information on the existing situation of women in the various industrialist sectors; number of women, level of decision making, size of enterprises.
ALI comprises of 853 company members of 13 industrial sectors: Pharmaceutical, marble and cement, paper and packaging, jewelry, textile, chemical, tanners and paint manufacturers, food and alcoholic beverages, graphic arts, wooden furniture, socks and stocking.
4. Duties and Responsibilities of the Contractor
Coordinating and undertaking the “Gender mapping survey” on behalf of ALI and ILO
Coordinate and liaise with ALI on reach out and data collection.
Translate questionnaire into Arabic.
Program questionnaire on tablets or print questionnaires on papers.
Develop interviewers- manuals in both English and Arabic.
Organize training of interviewers.
Contacting and scheduling interviews with representatives (HR or CEO) of the 853 ALI industrial member companies.
Conduct data collection.
Provide complete tabulation list, syntax used, and final anonymized micro-data file.
Submit a short report on the reach out exercise in English and Arabic.
Submit a data analysis report including literature and desk review, based on the quantitative and qualitative research and field work including but not limited to the following:
Executive summary
Introduction
Purpose and objectives
Methodology (including reach out )
Findings
Conclusion and recommendations
Bibliography
The written report should be produced in both Arabic and English, using accessible and concise language.
5. Deliverables, Timeframe and Payment Schedule
Expected Contract Start date: as soon as the Purchase Order is placed and countersigned by both the ILO and the supplier.
Expected Contract End date: 10/05/2023
The Supplier is expected to fulfil the required tasks and execute the deliverables in the timeframe mentioned in the attached document
6. Administrative Arrangements
All activities within the scope of this Terms of Reference will be carried out under the overall supervision of the National Officer and Gender Specialists at the ILO Regional Office for Arab States in Beirut, and in close collaboration with the Regional Labour Statistician.
Deliverables shall be submitted in line with the requirements explained in this TOR within the deadlines. The deliverables are subject to the approval of the ILO.
The Supplier is responsible for informing ILO Regional Office for Arab States in Beirut in advance in case of any unforeseen delays or changes.
All the fee for equipment, tools, printing of questionnaires, software, travelling, etc. are at the supplier-s own cost and shall be reflected in the Financial Proposal.
7. Data Protection and Security
The supplier agrees that all data collected, including survey responses, survey results, and any data derived from the surveys, will be the exclusive property of the ILO and the supplier shall delete the data after termination of the service contract.
8. Supplier Key Personnel
All CVs, including CV of team leader and other key project staff (at the minimum the Statistician and the IT specialist), approved by the ILO cannot be replaced without proper justification. If in any case, there is an unforeseen situation that a person is replaced, the supplier should propose an alternative with equivalent qualification or above and that is subject to ILO-s approval.
9. Required Capacity
Local presence during the whole assigment and particular expertise in Lebanon for minimum 5 years;
Have extensive knowledge and experience with statistical data analysis and demonstrated competency in database development and analysis using statistical software;
Have strong track record of quality data collection, report writing and project management;
Ability to network within ALI EMBOs, National Statistical Offices, NGOs and the academic and development community;
Have access to a pool of good enumerators who can conduct the field work;
Ability to provide the necessary technical equipment and statistical tools for the project;
Prior work experience in Lebanon on similar surveys
Have a senior team leader with minimum 10 years of professional experience including experience in the area of survey design and implementation.
10. Documents to be submitted in the proposal
Interested organizations must submit the following documents/information to demonstrate their qualifications.
Technical Proposal
The technical proposal is expected to be submitted by the bidders in the following structure:
1. Company profile demonstrating required capacity in 8.3 and local presence in Lebanon, summarizing past experience and works undertaken in conducting surveys;
2. Detailed description of past works in conducting similar surveys (minimum 3 projects with similar mandate), including tools, software and instruments used;
3. Summary of the proposed methodology including the company-s strategic approach, tools and instruments to be used (e.g. whether or not tablets will be available during field work, what statistical software will be used, etc…);
4. Indicative work plan with a timetable of planned activities and an organigram (including team members, responsibilities, tools, etc…);
5. CVs of Senior team leader and other key project staff (Statistician and IT specialist at the minimum) and evidence of previous work showing team leader-s capacity and expertise;
6. Copy of one previous training guide developed and used by the supplier to train field enumerators;
7. Possible challenges during the implementation of the project and mitigation methods.
