Single Stage Open Competitive Selection - Request for Proposals


Project Description:

The EBRD Strategy for the Promotion of Gender Equality 2016-2020 (the “SPGE”) mandates the Bank through its investments to strengthen women-s economic empowerment and equality of opportunity in the countries where the EBRD invests, as an important contributor to well-functioning market economies and inclusive transition. Furthermore, EBRD launched its first Economic Inclusion Strategy (EIS 2017-2021) in May 2017 aimed at accelerating the transition of countries towards inclusive market economies by harnessing the power of the private sector to create economic opportunities for all. EBRD provides support through policy engagement with country authorities to promote reforms, financing of projects, capacity building, as well as technical assistance. EBRD also has a commitment to mainstream gender across all of its activities and a focus on institutional strengthening to achieve this.

During 2020, the Bank will develop the next Gender Strategy (2021-2025) for approval in the last quarter of 2020. The Strategy will explore how to deepen EBRD-s impact on closing existing gaps between men and women in relation to employment, skills, services, assets, voice, agency, entrepreneurship and finance, through investments and policy dialogue engagement. The next Gender Strategy will also explore how to scale-up the EBRD-s institutional transformation to enable full gender mainstreaming across all the Bank-s operations and activities and build a shared responsibility for promoting gender equality across the whole Bank.


Assignment Description:

The Bank now wishes to engage a Consultant (the “Consultant”) to support regional policy analysis and engagement in the context of the EBRD Gender Strategy 2021-2025 (the “Assignment”). The Strategy will explore how to deepen the Bank-s impact on closing gender gaps and promoting women-s economic empowerment through investments and policy dialogue engagement. It will also explore how to scale-up the EBRD-s institutional transformation to enable full gender mainstreaming across all the Bank-s operations and activities. In particular, the technical support is required to:
• Support the EBRD with the organization of 5 gender policy workshops to review key and emerging gender challenges and solutions;
• Provide EBRD with a high-level analysis of gender gaps, challenges, opportunities, and mega-trends in its region of operation and in the global policy context through the preparation of EBRD internal report and external report;
• Research key gender gaps, statistics, legislation and policy frameworks at the country level across Europe, Central Asia, Middle East, and Africa.

Consultant Selection Procedure: Single stage open competitive selection. Interested firms or groups of firms are invited to submit a Technical and Financial Proposal.

Assignment Start Date and Duration: The Assignment is expected to start in December 2019 and has an estimated overall duration of 8 months. The Assignment may be extended subject to satisfactory performance and the availability of donor funding.


Cost Estimate for the Assignment: EUR 195, 000.00 (exclusive of VAT).


Funding Source: It is anticipated that the contract will be financed by the EBRD Shareholders Special Fund. Selection and contracting are subject to the availability of funding.


Eligibility: There are no eligibility restrictions based on the consultant`s country of origin.


Consultant Profile: Corporate services are required. The Consultant will be a firm or a group of firms preferably with previous project experience related to developing and delivery of financial literacy and small businesses training.
The Consultant should ensure that the appropriately qualified experts are available, as required, for each of the three different components outlined above. It is expected that the Assignment will be led by an appropriately qualified international project manager accompanied by supporting experts. The Consultant-s team shall demonstrate experience and expertise in producing high-level policy research and strategy consulting services on gender equality and women-s economic empowerment, and convening and facilitating high-level policy workshops and meetings in international settings. The Team Leader is responsible for quality assurance and overall coordination of the Assignment and is expected to sub-contract local experts if and when needed based on the technical requirements.

The suggested team could be composed of:


1) Senior Gender Specialist:
o At least ten years of experience working on inclusive and sustainable development, international development strategy, gender equality, economic inclusion;
o At least seven years of experience working on gender equality and women-s economic empowerment in similar contexts as EBRD region of operation;
o Familiarity with implementing, monitoring and evaluating gender equality and women-s economic empowerment initiatives;
o Knowledge of development projects in the EBRD region or similar contexts;
o Fluency in spoken and written English. Russian, French, Arabic will be an advantage;
o Expertise with high-level, quality, analytical research, with a focus on economics, business research and the social sciences, and extensive experience in working with IFIs, DFIs, NGOs and UN agencies on gender equality strategy and programming.

2) Junior Consultants / Policy Researcher(s):
o At least three years of cumulative experience in inclusive development, international development consulting and research;
o Experience with policy research on global and regional gender gaps and women-s economic empowerment challenges and trends, including on the role of the private sector and the business case for gender equality;
o Knowledge of international development and private sector-led projects in the EBRD region of operation or similar contexts;
o Background in economics and social sciences;
o Fluency in spoken and written English. Russian, French, Arabic will be an advantage.
o Experience in working with IFIs, DFIs, NGOs and UN agencies, including institutional policies, international legal frameworks, regional and global policy agendas (including with regards to the Sustainable Development Goals, CEDAW, Beijing Platform, and other gender equality instruments).

3) Other Specialists with specific skills and experience in:
o Private sector engagement for gender equality, diversity and inclusion;
o Master English, Turkish, and Arabic;
o Professional facilitation for workshops;
o Audience analysis, policy programme design for policy workshops;
o Event management;
o Communications, marketing and public relations;
o Participatory methodologies for policy engagement;
o Communication, facilitation and public interaction;
o Convening international workshop events;
o Quantitative and qualitative research methods;
o Problem-solving through negotiations and mediation;
o Writing proceedings and analysing the outcome.

1. The Technical Proposal shall be submitted in English electronically via eSelection not later than the Closing Date, as one single PDF file. The technical proposal should not exceed 30 pages excluding the Declaration Form and CVs (Form 1- TP 1 and Form 1 - TP 6).

Selection Method and Evaluation Criteria:

1. Technical Proposal Evaluation Criteria

(a) Firm`s previous project experience in policy analysis and engagement on gender equality, international development, and women-s economic empowerment (30%)
(b) Quality of the methodology proposed for the Assignment (40 %)
(c) CVs of the Key Experts (30 %).

Interviews

Following the evaluation under the technical criteria from (a) to (d) inclusive above, firms with a combined score of minimum 80 (%) or above will be invited to interviews.
The interviews must be attended by the Senior Gender Specialist/ Team Leader.
