This synopsis is a sources sought notice being used to conduct market research. This is a Request for Information (RFI) only regarding a tentative requirement. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. A Solicitation is not available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the U.S. Government to contract for any supply or service whatsoever.
The 1st Sustainment Command (Theater) (TSC) has a potential requirement for a Global Positioning System (GPS) based in-transit visibility (ITV) solution in order to supplement the current Radio Frequency (RF) ITV infrastructure; provide near real-time end-to-end cargo visibility; and provide TMR (Transportation Movement Request) management that fully supports the ITV COP (Common Operating Picture) for the follow-on to the current contract, which was awarded to Tapestry Solutions, Inc.
Background
The ITV system for the US Army Central (USARCENT) and for the Army Heavy Lift contracts provides real time information regarding the location and status of contractor commercial transportation services for moving Army equipment and cargo throughout the United States Central Command (CENTCOM) Area of Responsibility (AOR) which primarily consists of Kuwait, the Trans-Arabian Network (TAN), Jordan, and Iraq.
Objective
The system shall provide logistic planning and transportation management support utilizing ITV to provide a Common Operating Picture (COP) for the movement of United States Government (USG) contracted assets and logistical supplies throughout the Heavy Lift Theater of Operations to Tactical Operations Centers (TOCs), Movement Control Teams (MCTs), and higher military echelons.
