Guildford Borough Council and Waverley Borough Council are seeking to appoint a suitably qualified and experienced Clerk of Works Consultant to provide independent quality assurance, site inspection and construction monitoring services across a diverse portfolio of housing, regeneration and capital projects. The procurement is being undertaken using a two-stage Competitive Flexible Procedure under the Procurement Act 2023, comprising a scored Procurement Specific Questionnaire (PSQ) followed by an Invitation to Tender (ITT) for shortlisted suppliers. The successful Consultant will be appointed to a single-supplier call-off contract for an initial period of four years. Individual commissions will be instructed on a project-by-project basis, with the scope, duration and level of service tailored to the specific requirements of each call-off. Services will include independent inspections of construction works, monitoring workmanship and compliance with contract requirements, identifying defects and quality risks, reporting findings to the Councils, and supporting the successful delivery of projects through proactive quality assurance and collaborative working with project teams.
