Tenders are invited for Garage Rehabilitation.
1. The Republic of Uzbekistan has received a loan from the Asian Development Bank («ADB») towards the cost of Solid Waste Management Improvement Project and it intends to apply part of the proceeds of this loan to payments under the Contract named above. Bidding is open to Bidders from eligible source countries of the ADB.
2. The State Unitary Enterprise “MAXSUSTRANS” (“the Employer”) invites sealed bids from the eligible bidders for the construction and completion of the Garage Rehabilitation (the «Works»). It is estimated that the construction works will be completed within 240 days.
3. National competitive bidding will be conducted in accordance with ADB-s Single-Stage: One-Envelope procedure and is open to all Bidders from eligible countries as described in the Bidding Document.
4. Only eligible Bidders with the following key qualifications should participate in this bidding:
• Historical Financial Performance
Submission of audited financial statements or, if not required by the law of the Bidder-s country, other financial statements acceptable to the Employer, for the last three (3) years (2017-2019) to demonstrate the current soundness of the Bidder-s financial position. As a minimum, the Bidder-s net worth for the last year (2019) calculated as the difference between total assets and total liabilities should be positive.
• Average Annual Construction Turnover
Minimum average annual construction turnover of equivalent to $2, 000, 000 calculated as total certified payments received for contracts in progress or completed, within the last three (3) years (2017-2019).
• Financial Resources
The Bidder must demonstrate that its financial resources defined in FIN-3, less its financial obligations for its current contract commitments defined in FIN-4, meet or exceed the total requirement for the Subject Contract of equivalent to $195, 000.
• Construction Experience with Similar Size and Nature
The Bidder must demonstrate participation in at least one (1) contract that has been successfully or substantially completed within the last five (5) years (2015-2019) and that is similar to the proposed works, where the value of the Bidder-s participation exceeds equivalent to $625, 000. The similarity of the Bidder-s participation shall be based on the physical size, nature of works, complexity, methods, technology or other characteristics as described in Section 6 (Employer-s Requirements).
• Construction Experience in Key Activities
For the above or other contracts executed during the last five (5) years (2015-2019), the Bidder must demonstrate a minimum construction experience in the following key activities:
✓ Construction of buildings and facilities for public use
✓ Steelworks
✓ Site improvement works (asphalting and concrete works)
✓ Installation of power supply, water supply and sewerage networks

mail after additional payment by the bidder of USD 100.00 or an equivalent in Uzbek Sum at the exchange rate published by the Central Bank of the Republic of Uzbekistan on the date of payment to the PIU-s bank account indicated above. The PIU and the Employer does not bear the responsibility for loss of or late delivery of the Bidding Document.
