Description
The Department of Veterans Affairs, Network Contracting Office 8 (NCO 8) intends to negotiate a sole source contract with Venergy Group, LLC of Fort Pierce, FL to provide repair services to three boilers that are operated by the Hays Cleveland Control Systems (Refer to ATTACHMENTS A). These systems were installed in years 2011 and 2012 at the Orlando VA Medical Center at Lake Nona located at 13800 Veterans Way, Orlando, FL 32827. This Notice of Intent is not a request for competitive quotes. No solicitation documents are available and telephone requests will not be honored. However, if a firm believes it can meet the requirements, it must furnish information as well as references from other customers providing repairs of the same Hays Cleveland Control System. The Hays Universal Programmable Automation Controller (UPAC) provides an operator interface for each boiler control, steam header pressure control loop, deaerator tank and condensate tank level controls, feedwater pump sequencer, condensate transfer pump sequencer, and various plant-wide flow and pressure monitoring. The boiler plant workstation is supported by a Supervisory Control and Data Acquisition (SCADA) General Electric (GE) Cimplicity based graphical SCADA software package. After a site survey, it is determined that the Plant Master control panel containing the six control functions listed above is considered a single-point failure that will shut the plant down upon loss of power to the control panel, ceasing all steam generation. Separating the various subsystems such as the tank level controls, and pump controls, and returning the operator interface to the individual boilers, will result in a sensible and secure system that cannot be shut down by a single failure.
