③ not be under suspension of nomination by Director General of National Institute for Land and Infrastructure Management from Time-limit for the tender to Bid Opening

④ directly received the tender documentation

⑤ not be the Building constructor that a gangster influences management substantially or the person who has exclusion request from Ministry of Land, Infrastructure, Transport and Tourism is continuing state concerned
