Notice of Intent to Sole Source (HT9425-24-NOI-BAM02)

The United States Army Medical Research Acquisition Activity (USAMRAA), on behalf of the United States Army Medical Research and Development Command (USAMRDC), is issuing this notice of intent to award a new contract on a sole source basis. This is not a request for proposals. This notice does not represent a commitment by the Government to pay for costs incurred from the preparation and/or submission of data in response to this notice.

The Government intends to award a sole source contract to Anatomical Worldwide, LLC. The United States Army Institute of Surgical Research (USAISR) requires the purchase of (4) Human Adult Full-Body Burn Assessment Manikins, (4) Stow N- Go fiberglass dock boxes, (1) burn simulation kit, (1) anatomy model of normal and burn skin, and (2) burn skin moulages (large and small, second- and third-degree).

The burn manikins at Anatomical Worldwide and associated accessories are the only products that meet the minimal essential characteristics (MECs) for the requirement. The market research findings show that Anatomical Worldwide met all necessary criteria required by USAISR.

This contract will be issued on a sole source basis. The North American Industry Classification System (NAICS) code for this requirement is 339113-Surgical Appliance and Supplies Manufacturing. Any sources that believe they are eligible and capable of providing these services without duplicating the time and cost already invested must respond in writing. Responses must be supported with clear and convincing evidence articulating the ability to provide the items outlined above. A request for documentation will not be considered an affirmative response.
