Description: A market survey is being conducted to determine if there are a reasonable number of interested small business concerns to set this future project aside for them. Project Location: Fort Buchanan, Puerto Rico Project Description: Develop an installation-level microgrid at Fort Buchanan, comprising four continuous-duty 2 MW diesel generators and a 5 MWh battery energy storage system (BESS). This project is Design/Bid/Build and will integrate a comprehensive microgrid control system, encompassing paralleling switchgear, transformers, transfer switches, circuit breakers, protective relaying, and fiber optic communication connections. To ensure continuous operation of critical systems for 14 days, twelve 12, 000-gallon above-ground, ballistic-resistant diesel fuel tanks with a fuel polishing system will be installed. The microgrid will integrate existing large-scale onsite renewable energy generation: a 4.65 MW solar photovoltaic (PV) array and two 275 kW wind turbines. The project scope includes all necessary site work, start-up commissioning, interconnection agreement completion, security assessment & authorization, and all associated costs. Contract duration is estimated at 1, 141 calendar days. The estimated cost range is between $25, 000, 000 and $100, 000, 000. NAICS code is 237130.
