The Community and Environmental Services of the city of Oulu is requesting an offer for the conclusion of framework arrangements for urban planning and municipal engineering planning services. The tender request contains the following separate parts: A. Strategic traffic studies B. General traffic planning C. Accessibility D. Traffic calculation E. Design of traffic lights, telematics and intelligent traffic F. Planning related to public transport G. Noise, vibration and frame noise surveys and measurements H. Nature and landscape surveys I. General planning of the environment related to zoning J. Other related to the green environment surveys and plans K. Stormwater surveys and planning L. Groundwater and watercourse planning, surveys and monitoring M. Expert tasks for contaminated lands N. Geotechnical planning O. Terrain surveys (measurements and ground surveys) P. Planning of streets and public areas Q. Environmental design R. Bridge and technical structure design S. Lighting and electrical design The framework arrangement applies to the entire city of Oulu, but the majority of orders come from the tendered unit. The framework arrangement is supposed to be valid from 1 February 2026 to 31 December 2028, and in addition, according to the agreement, the option year 1.1.2029-31.12.2029. If the start of the contract is delayed due to an appeal, the start of the contract will be postponed until the Market Court has given its decision.
