Framework agreement for winter maintenance Gjerstad municipality must enter into framework agreements on winter maintenance of municipal roads. The framework agreement includes the hiring of tractors and, if applicable, other machines w/driver for plowing and clearing municipal roads/places. Winter operation mainly includes routine operational tasks, preparedness and reporting to the client. The concept of operational tasks includes ploughing, snow removal and sprinkling of roads, car parks and walkways/pavements, etc. Framework agreements must be entered into winter maintenance which consists of a fixed part (emergency allowance) and a variable part (plowing, spreading, etc.).
