The purpose of this framework agreement is to appoint one or more providers for the realization of several stages of a global and long-term real estate strategy with a target of carbon neutrality by 2040 for 11 municipal administrations. Beneficiary municipal administrations From this framework agreement are: - Aubange - Chiny - Etalle - Florenville - Habay - Meix -Devant -Virton - Musson - Rouvroy - Saint -Leger - Tintigny - Virton This real estate strategy implies for each municipality the following stages: 1. Purchase of meters and consumption monitoring and quality air 2. Fill in a building summary building per building; 3. Creation of energy audits; 4. Performing prefeisability studies for SER systems; 5. Formulation of current and future needs; 6. Proritization of buildings to be renovated; 7. Investment strategy; 8. Establishment of an action plan; 9. Evaluation of human resources needs for the implementation of the action plan. This service market only concerns stages 3, 4 and 8 which are included in the form of lots.
