Framework agreement for the purchase of assistance for recruitment etc. to management positions The Norwegian Public Roads Administration, HR and development (hereinafter referred to as the Client), wishes to enter into a framework agreement for the purchase of assistance in connection with the recruitment of directors, department directors and other central management positions. The Norwegian Public Roads Administration is faced with tighter financial frameworks and increased demands for prioritization, efficiency and restructuring, as a result of economic development, a more demanding safety policy situation and demographic changes. This also affects the road sector and places high demands on clear, competent and responsible management. Top managers and other key managers in the Norwegian Public Roads Administration are responsible for leading a complex and socially critical business in a period characterized by uncertainty and adjustment. Choosing the right managers is therefore crucial for the agency's ability to fulfill its social mission. Procurement of external assistance for the selection of management candidates is an important means of: • ensuring a professional, objective and quality-assured recruitment process • reduce the risk of incorrect recruitment • ensure a good basis for decision-making when hiring in positions of great strategic and organizational importance The framework agreement must be entered into with up to 6 suppliers, distributed as follows: Subcontract 1: Full recruitment process (up to 2 suppliers) Subcontract 2: Executive search and candidate selection (up to 2 suppliers) Subcontract 3: Candidate testing (up to 2 suppliers)
