BAC/2026/047 - 1 The Resource Management System (RMS) will replace manual processes for planning and dispatching key airport resources. The goal is to improve efficiency, reduce errors and lead times and achieve better results to enable use of the available capacity. The assignment concerns a framework agreement for implementation and support of an Airport Resource Management tool with a focus on the dispatching of airport personnel (e.g. Airport Crew), with the possibility to also dispatch other types of resources, depending on any future needs on the BAC side and the capabilities of the supplier. The platform must support, including but not limited to, the following capabilities: integration of (external) shift planning for staff, real-time dispatching and task management on the work floor. The assignment follows a capability-driven approach with 'dispatching' as a core capability. 'Planning' functions as a supporting capability, since in most cases this is provided by a separate planning system (e.g. Workforce Planning system) that provides the resources that will be dispatched. Within this capability-driven assignment, Airport Crew is the first in scope included use case that will be realized.
