External expertise heat_22052026 - 1 Since 2018, IOK has been guiding local authorities in setting up a heating policy under the name of 'Heat Broker Kempen'. In the meantime, the heating services were tilted in the regional yard 'Patrimonium, heat and energy sharing that includes a wide range of possible services and activities aimed at supporting local authorities in the transition from fossil to renewable energy consumption. IOK operates as an in-house body, which means: municipalities award an assignment to IOK without conducting a market consultation. For the financial-technical expertise regarding heating and cooling, external expertise was called upon in 3 previous successive framework contracts. IOK wishes to strengthen itself again in 2026 with external expertise to be able to carry out (part) assignments in various sub-assignments within the regional yard for the municipalities and cities. This mainly concerns technical and financial-technical expertise. Regarding legal expertise in the context A parallel framework contract has already been concluded for this service. Framework agreement for the appointment of several contractors with a view to providing technical and financial-technical support with regard to heat in various aspects, to support of the IOK and local authorities with regard to heat planning, feasibility research into heat clustering and realization of the shift from fossil to renewable building heating.
