Selection Title: (ADB) to prepare i) the Lifting Educators and Advancing Results in Neighboring Islands (LEARN) Project, a project to improve teacher quality and strengthen the enabling environment for female teachers, particularly in the neighboring islands, and ii) the Resilient Ebeye Hospital Project, which aims to construct a new disaster resilient Ebeye hospital and strengthen its health services. As a small island developing state, RMI faces geographic dispersion, high climate vulnerability, and capacity constraints, which have resulted in persistent shortages of qualified teachers and unequal access to professional development, especially in the neighboring islands. Both projects are expected to be processed in 2026 and considered by the ADB Board in 2027.A Climate Change and Disaster Resilience Specialist is required to support the preparation and design of both projects by ensuring that climate change adaptation, disaster risk reduction (DRR), and resilience considerations are systematically integrated into all relevant project components.The consultant will assess potential climate and disaster risks affecting proposed investments—particularly education infrastructure, teacher accommodation, and hospital infrastructure—and provide technical guidance to ensure that the project design is climate-resilient, context-appropriate for low-lying atoll environments, and aligned with ADB climate requirements and natio...
