Framework agreement - Communication and marketing services The client needs to enter into a framework agreement with a supplier for the purchase of communication and marketing services. Please note that job advertisements and film production will not be covered by this framework agreement. Refer to chapter 4 for a more detailed description of the procurement's purpose and requirements. The client is unsure of the scope of the procurement, but based on average calculations based on statistical information for 2023-2025, an annual contract value of approx. NOK 1, 200, 000 ex. VAT The total estimated contract value, including options, is approx. 4, 800, 000 ex. VAT It is specified that the assumed contract value is only of an informative nature and entails no obligations for client or rights for the supplier. The client points out that the actual contract value may vary, among other things as a result of a decision that municipal sub-plans and other types of plans will in all likelihood be drawn up internally in the municipality, as well as changed financial framework conditions, organizational changes and municipal activity. The supplier cannot claim compensation if the expected purchase is lower than expected. Based on the estimated value for the contract, the client has specified a maximum contract value cf. European Court of Justice case C-23/20. The maximum contract value is + 15% above the estimated value, calculated at NOK 5, 520, 000 ex. VAT
