Expression of Interest are invited for Food Security Project (SECAL) - CHT 1053.
The Ministry of Agriculture, Natural Resources and Rural Development (MARNDR) has received funding from the French Ministry of Foreign and European Affairs, the French Development Agency and the European Union to cover the cost of the project Safety Food SECAL in Haiti and intends to allocate a portion of the amount of the latter to make payments for the performance of a contract for the provision of services to be assigned to a Consultant for the final evaluation of the SECAL project.
The total amount of project activities is € 20.96 million. The implementation of the SECAL project did start in February 2013. The project closure date is June 2019.
In order to take into account the events that occurred during the project, the name and organization of the components have been changed. Nevertheless, the project has retained six unifying results, each defining a component:
- Component 1: Increasing agricultural production
R1 Production in irrigated agricultural areas is increased for the targeted high-performance sectors: maize, beans, groundnuts (southern department) perimeters Avezac, Dubreuil and Moreau and surrounding drylands
- Component 2: Integrated livestock action
R2 Poultry production is accompanied; Livestock component extended to goat production after Hurricane Matthew
- Component 3: Increased plantain production
R3 Plantain production strengthened (West and Artibonite)
- Component 4: Downstream support for
R4 corn production Downstream of production (storage, processing, marketing, etc.) is supported
- Component 5: Support for the development of rural finance.
R5. Financial instruments in support of agro-entrepreneurs, SME-Agricoles are developed and an agricultural loan insurance program is institutionalized
- Component 6: Reinforcement of project management
- R6. The Project Management is strengthened DDAS and DIA
Each component is broken down into activities, including:
- Component 1: Rehabilitation of irrigated perimeters in relation to watershed developments, Support to irrigators' associations in the social management of water, and partial subsidization of agricultural input demand through a voucher system vouchers, research and consulting support;
- Component 2: Technical support for the meat and livestock sector, Goat distribution
- Component 3: Protection of infrastructure and strengthening of irrigators' associations, research;
- Component 4: Diagnosis, support for storage, processing and purchase of local products for school canteens;
- Component 5: Training and deployment of Technical Advisors in Management, implementation of a pilot crop and credit insurance system, development of financial products;
- Component 6: Support to DDAS by setting up a support team, recruiting operators, implementing a monitoring and evaluation system, logistical support.
A mid-term evaluation was carried out in the South zone (components 1, 2, 4, 5, 6) by the Institutions and Development (I & D) firm in February 2016.
EXPECTED SERVICES
From the project documents, interviews and field visits, the evaluation mission will draw up a global and objective assessment of the SECAL project's intervention, from the project idea in 2010 until its completion. the various events, constraints, decisions, elements of the social and political context of the country in general, and the departments concerned in particular.
It will be based on an inventory of activities carried out: works, watersheds, social water management, subsidies to producers, research, interventions in the poultry and goat sectors, study on slaughterhouses, study and transformation of maize, actions undertaken through operators (SYFAAH and PAM), complementary studies, support to DDAS and activities carried out in Arcahaie and Artibonite, via the Directorate of Agricultural Infrastructure (DIA).
For this assessment, the evaluation team will collect available documentation, collect information and data, including data on logical framework indicators, and conduct interviews with those involved or involved in the design, conduct and supervision of the project. It is expected that the evaluation process will be highly participatory by involving all stakeholders involved in the SECAL project. A method has been initiated as part of the implementation of the Monitoring and Evaluation System of the SECAL project (focus group and quantitative surveys), the consultant will be able to consult it.
The final evaluation of the SECAL project should be conducted in an operational perspective. In particular, it should answer various (non-exhaustive) questions that question one or the other aspect of the evaluation, or even several:
- Do the objectives of the SECAL project appear to be well aligned with the issues of agricultural development 2010 - 2025, on the priorities defined in the three-year agricultural recovery plan (PTRA2013 - 2016) and on the challenges of agricultural development in the departments of the South and West; What is the link with the budgets actually allocated for these policies, particularly in the South?
- Is the project relevant to the issues of development and food security in the South and in Haiti?
- Is the SECAL project complementary, synergistic or duplicative of other projects and / or programs implemented by other actors or technical and financial partners as well as with State interventions in the agricultural sector in the regions? targeted areas and targeted sectors?
- Is the SECAL project consistent with the country strategy of the French Development Agency and the French Embassy, ??and its modes of intervention in rural development and in the fight against food insecurity?
- Has the identification and evolution of project activities and areas of intervention been relevant? Has the superposition of actions with different sources of funding with donor objectives increased the effectiveness of the project (post-emergency context of Hurricane Matthew) or has it disabled? ? Given the particular context of Haiti (vulnerability to climatic hazards and cataclysms, low productivity, unstable political and institutional environment, ....) The combination of a development approach (medium term) and a restoration of a situation previous crisis (urgency - short-term) has it amplified the results obtained or, on the contrary, reduced them? In both cases, the consultant will have to argue his positions with substantiated elements?
- Are beneficiary groups clearly identified? Do they meet the output targets in terms of production or the food security objectives of vulnerable groups? Do they constitute a representative group of the population or a systematically privileged minority?
- Has the continuation of AFD's investments in the plantain sector in the West been a promising choice (relevance, efficiency, effectiveness, sustainability)? What could be the conclusion on an approach that would promote the continuity and concentration of AFD's investments in particular areas in Haiti?
It will also be necessary to consider the possible evolution of production support, from a demand subsidy system to a rural credit system. The consultants will have to decide on the articulation between the different components of the project, which are part of the strengthening of the sectoral approach promoted by the MARNDR. Regarding the question of the subsidy, the consultant will also have to consider in which link a subsidy would be the most effective in terms of results with regard to the objectives of agricultural development policy? For this, the Consultant will be able to use Agrimonitor's resources and indicators.
The duration of the mission is estimated at approximately two and a half months from the date of signature of the contract. The desired start date is 01 July 2019 with a billable period of 60 days.
The Ministry of Agriculture, Natural Resources and Rural Development invites applicants to express their interest in providing the services described above. In order to confirm their eligibility for AFD funding, the Consultants must enclose the duly signed Declaration of Integrity (attached to this document).
Interested candidates must provide information showing that they are qualified and have solid experience in production and animal health to carry out this assignment; as such, they will justify that they have recent references to services similar to the mission (brochures, references concerning the execution of similar contracts, experience under similar conditions). Candidates can partner to strengthen their respective skills.
The similar nature of the experiments will be analyzed according to:
- the extent of the contracts,
- the nature of the service [specify "feasibility study", "detailed studies", "site supervision", "audit" or other - several elements may be indicated],
- the technical field [specify one or more technical aspects],
- the geographical context [specify "in the region", "in the Customer's country", "with the Customer", "in the Customer's language" or other].
The Ministry of Agriculture, Natural Resources and Rural Development will draw up a shortlist of up to six (6) candidates, pre-selected on the basis of the applications received, to whom it will send the Request for Proposals File for the completion of the required services.
