fleet management services
supply chain ontario (sco) of the ministry of government and consumer services (the ministry), is seeking responses to a request for bids (rfb) for fleet management services.
sco on behalf of the ministry establishes enterprise-wide vendor of record (vor) arrangements for various commodities that may be accessed by the ontario public service (ops) and provincially funded organizations across
ontario.
the objective of the rfb is to establish a vor arrangement with multiple vendors for the supply and delivery of fleet management services on a continuous and as-needed basis to support ops fleet requirements to various clients across ontario and in accordance with the rfb.
the anticipated vor arrangement established by the rfb will replace the existing vor arrangement for fleet management services (oss-075539).
fleet management services in the rfb are divided into 4 separate categories that are described briefly below, and it is expected that an enterprise-wide vor arrangement will be established as follows:
-c 1 vendor for category 1 - general fleet management services;
-c 1 vendor in category 2 - vehicle reservation system;
-c 1 vendor in category 3a - core telematics;
-c up to 6 vendors in category 3b - innovative telematics solutions; and
-c 1 vendor in category 4 - garage management system.
a bidder may bid on 1 or more categories and must have the necessary third-party network of service vendors in place to serve and support all regions of ontario.
category 1 - general fleet management services requires a suite of fleet management services to help optimize fleet usage and provide business intelligence for fleet strategy.
category 2 - vehicle reservation system requires a turn-key solution with an online graphical interface that enables clients to create, reserve, and manage pools of vehicles, and report data captured during travel.
category 3 telematics requires optional features and components for clients, per specific or groups of vehicles, to be used to monitor and report on fleet usage and vehicle events to optimize delivery of services and provide business intelligence for fleet usage and strategy.
there are 2 sub-categories of telematics:
category 3a core telematics requires a vendor to provide a core telematics solution that is expected to be implemented into the majority of ops fleet vehicles; and
category 3b innovative telematics solutions requires multiple vendors to propose innovative telematics solutions to meet a wide-range of client business needs.
category 4 - garage management system requires a comprehensive garage management solution to manage garage workflow operations including assets, work orders, labour hours, parts inventory, purchasing and invoicing; to be implemented at an ontario provincial police in-house garage.
