The World Bank seeks a firm to conduct the Mid-Term Independent Evaluation of the Partnership for Market Implementation Facility (PMIF). The evaluation will assess relevance, effectiveness, efficiency, and strategic alignment (2021-2025) and provide recommendations for the next business cycle (2026-2030). Key tasks include: a) Designing the evaluation methodology and work plan; b) Reviewing documents and portfolio data; c) Conducting interviews, surveys, and 3-5 country case studies; d) Delivering an inception report, draft report, and final report with actionable recommendations. The evaluation will follow OECD-DAC criteria and use mixed methods. The assignment will run from October 2025 to June 2026.
