The Naval Surface Warfare Center Indian Head Division (NSWC IHD), Contracts Department intends to issue a Firm-Fixed-Price (FFP) contract on a sole source basis to Pacific Scientific Energetic Materials Co California LLC, CAGE Code: 54181. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 USC 3204(a)(1), as implemented in FAR 6.103-1, only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals nor does it restrict the Government from an ultimate acquisition approach; however, the Government will consider all responses received to this notice. A determination by the Government not to compete this requirement is solely within the discretion of the Government.
