I. BACKGROUNDThe World Bank (the Bank) has been working closely with the Government of the Philippines (GoP) to strengthen public procurement systems as a core pillar of governance, economic efficiency, and public trust. Public procurement accounts for a substantial share of public expenditure and directly influences development outcomes. Despite sustained reform efforts, persistent challenges remain, including fragmented procurement practices, uneven competencies across agencies, delays in planning and contract implementation, exposure to fraud and mismanagement, and limited uptake of digital procurement tools due to skills gaps and challenges to change.The enactment of the New Government Procurement Act (NGPA), Republic Act No. 12009, and its Implementing Rules and Regulations marks a major milestone in procurement reform. The law places procurement professionalization at the center of national policy, mandating the establishment of competency standards, ethical frameworks, structured training and certification systems, and continuous professional development for procurement practitioners across government.Analytical work, including Professionalization of Government Procurement in the Philippines (Cajes, 2025), has underscored that while training and certification initiatives exist, their impact is constrained by the absence of a unified national competency framework, clearly defined professional standards, and an institutionalized code of ethics. These gaps limit consistency, sustainability, and career progression within the procurement workforce.In response, the Government Procurement Policy Board - Technical Support Office (GPPB-TSO), in partnership with the World Bank, is undertaking a phased Technical Assistance (TA) program to professionalize and standardize government procurement practice.
