Prior to proceeding with design and construction procurement, the Municipality seeks independent professional advice regarding the most appropriate project delivery model. Following completion of this assessment, the Municipality may retain the successful proponent to act as Owner's Advisor and Project Manager throughout the implementation of the project.The Municipality is seeking an independent advisor who is not intending to serve as the architect, engineer, design-builder, or general contractor for the project.
