The World Bank, through the Yemen Energy TechnicalAssistance Program, working with IFC and MIGA, seeks replicable, scalablefinancing strategies and incentives that respond to the findings of the AdenMaster Plan, and the Private Sector Diagnostic, for the purposes of mobilizingcommercial debt and equity for both on-grid and off-grid generation anddistribution. The preferred strategies and incentives will make use of existingrisk mitigation instruments, performance-based grants, concessional lending, and potential community co-financing, to the extent possible, as determinedsuitable for the Yemeni environment. Innovative and bespoke solutions are alsowelcomed.
