The City of Benicia is requesting proposals for merchant services and a payment processing tool, compatible with Tyler Enterprise ERP to replace the City-s Citizen Self Service (CSS) web portal by Munis for utility and general billing customers to make online payments, set up automatic credit card payments, and view their bill electronically. CSS currently does not fit the City-s needs with unsatisfied customer experience and limited functionality. The replacement of CSS is a City and Council priority with implementation by end of October 2024.The City is seeking a cloud-based, user-friendly payment portal for residents to pay utility bills, permit payments and miscellaneous billings. The objective is to maximize electronic bill presentment and electronic payment adoption by providing citizens with several payment options including, online, mobile, Interactive Voice Response (IVR) over-the-phone payments, and recurring (automatic) payments using a modern interface, mobile application, or payment by phone. Beyond meeting the requirements included in Section II, respondents should describe their implementation services along with their software and any hardware needed to support the system. Additionally, respondents should have a proven track record of successful implementation of proposed solution(s) in similarly sized municipalities in California and have a well-established client base. Three references should be included in the proposal.
