During the 2022-2026 program cycle, the organization FOS has placed partner capacity building at the heart of its strategy to contribute to long-term social change in the areas of labor rights, social protection and health. The program works primarily with trade unions and related civil society organizations active in politically complex and often limited social environments in Central America, the Andes, Southern Africa and Belgium. Capacity building within the program is understood as a mutual, relational and political process, rather than a linear transfer of skills, resources or technical expertise. The organization's guidance strategy emphasizes on long-term relationships, demand-driven support, contextual responsiveness and continuous learning. Capacity building is embedded in broader theories of social change and focuses on partners' ability to define and implement their own goals to pursue, navigate power relations, forge alliances and strategically adapt within a shrinking civil space.
