This evaluation aims to answer the following main question: what is the added value of the strategies implemented on the theme of participatory democracy & citizenship by our partners active on this aspect of the program (Colombia, Morocco, Palestine & DRC)? Q1: To what extent did the program respond to the needs and concerns of target groups (or beneficiaries) taking into account an unfavorable context? Q2: To what extent, the changes potentially reached in the area of interest (beneficiaries) - have they generated (or are they likely to subsequently generate) positive or negative, direct or indirect, social, economic or environmental effects at community, regional or national ? Q3: Is the programmatic coherence between the actions carried out in the countries of intervention and in Belgium (internationalization of shrinking space issues) sufficient in terms of advocacy? If not, what should be changed?
