This presoliciation notice is for Mobile Logistic Office Unit trailers (MLOUs) for the Federal Emergency Management Agency's (FEMA) Logistics Operations Division. Performance will occur in the awardee's U.S. manufacturing facility with f.o.b. destination delivery terms. Trailers will be delivered to FEMA's Distribution Center in Fort Worth, TX.
This procurement is 100% set-aside for Small Businesses. The NAICS code for this procurement is 336212, with a small business size standard of 1, 000 employees.
The requirement is to acquire rugged, fifth wheel trailers customized to function as an office, also known as Mobile Logistics Office Units (MLOUs).
The period of performance is for 5 consecutive years with no option periods. Due to strategic planning for MLOUs in the future, FEMA will award an Indefinite Delivery/Indefinite Quantity (IDIQ) contract allowing for economic price adjustment and firm fixed price delivery orders. FEMA anticipates a single-award contractor for this requirement since standard manufacturing and design is essential to expeditious support of the mission. A first article inspection for a prototype will be required.
The procedures and evaluation methods for this requirement will use a best value trade-off approach where technical factors are more important than price. The government will use a two-step advisory down select process to minimize proposal development costs for offerors with little or no chance of receiving an award.
This is not a solicitation; this is a presolicitation notice to allow contractors to anticipate release of this solicitation. The solicitation is anticipated to be released on or about August 5, 2024.
