The general services administration, pacific rim region (region 9) is soliciting for a photovoltaic power purchase agreement requiring installations at multiple locations in northern california and northern nevada: us forest service regional office, vallejo (mare island), ca; peckham fb & usch, san jose, ca; usgs research campus, menlo park, ca; browning usch, san francisco, ca; ryan fb, san bruno, ca; shea fb, santa rosa, ca; federal building 2800 cottage way, sacramento, ca; c. Clifton young fb, reno, nv; and federal building, carson city, nv. Some sites require more than one system. Systems to be installed are a combination of rooftop, parking lot canopy and ground mounted. The naics is 221114, small business standard is 250 employees or fewer. This solicitation is issued for full and open competition. All responsive offers will be considered.
The period of performance is 10 years with a 10 year option including design and construction. The government will pay unamortized system costs if the 10 year option is not exercised in accordance with the solicitation.

amendment 6 is posted, making several revisions and additions to the solicitation documents:
1. F.2 is revised to clarify schedule requirements.
2. B.1 is revised to make future system expansions at the included sites, to include systems on adjoining parcels, within the scope of competition, subject to bilateral negotiations and agreement by the government and the contractor. Revised language is in yellow highlight.
3. B.3 has a minor language revision, shown in yellow highlight. B.4 has maximum kwh requirements revised, to match the new c.5.2 table (see below).
4. The price schedules are revised to require an estimated installation cost be provided for each site. This is not a price to the government nor will it be used in the evaluation of proposals. This amount is to determine payment and performance bond amounts. Payment and performance bonds may be discharged upon completion of construction work, interconnection and system startup, and payment of employees and subcontractors.
5. C.5.2 is rewritten completely, and a new table incorporated replacing the existing table in its entirely. The new table is included as a separate document for readability. This incorporates a minimum system capacity (aggregate for all systems on a given site if there are multiple systems) in kilowatts, and a maximum first year annual production in kilowatt hours. Revised language is in yellow highlight.
6. C.10 is revised to include consolidated metering requirements. Metering language is removed from the site statements of work document. Revised language is in yellow highlight.
7. Site statements of work are edited throughout (not in highlight due to extensive nature of editing). Major changes are:
a. Additional permissible areas for pv installation are added to some sites;
b. Historical consumption information is removed as the c.5.2 table gives defined maximum and minimum values, and as planned conservation projects make historical data misleading.
C. Pg&e has confirmed that the usgs menlo park site qualifies for account aggregation under tariff nemv.
D. Forest service mare island requirements are clarified.
8. A letter from the forest service, instructions to access forest service parking lot drawings, and a forest service parking lot sketch are posted. The letter provides background information, and is non-contractual. The parking lot drawings are for a planned but currently unfunded parking lot improvement project. Refer to the site statement of work for actual requirements and use of these drawings.
9. A revised section i, contract clauses, is incorporated and replaces the existing section i in its entirety. The following clauses are removed from the original version: 52.203-16; 52.204-14; 52.227-4; 52.229-2; 52.232-1; 52.232-18; 52.241-2; 52.241-11; 52.243-1; 52.243-1 (alt ii); 52.249-2; 52.249-8; 52.222-4. Far 52.222-5 is added.
10. Section i, contract clauses, far 52.212-4 (l) "termination for the government s convenience" is tailored to clarify that payoff of unamortized project costs in the event of early termination is a cost which may be reimbursed subject to appropriate verification.

4. Parking lot areas for the peckham fb & usch, san jose ca, are removed from areas permitted for development, as the parking area will be used in winter 2016-2017 for temporary chillers in support of another project. This area may be developed later by bilateral, negotiated modification to the contract.
5. A revised price schedule is posted, which replaces previous versions. This revision corrects a header only.

amendment 12 is posted, making the following changes:
1. L.1.5 is changed to extend the due date for receipt of offers to august 28, 2015, and reopens the period for receipt of questions through august 19, 2015.
2. Minimum kwh production requirements were reviewed and as a result of this review three have been reduced:
a. The requirement for the peckham fb & usch has been reduced to 189, 000 kwh for the first year of production.
B. The requirement for the shea fb has been reduced to 90, 000 kwh for the first year of production.
C. The requirement for the forest service mare island has been reduced to 1, 080, 000 kwh for the first year of production. The maximum has been reduced to 1, 260, 000 kwh. If the annex is included (which is optional) then the maximum increases by 38, 000 kwh.
The section c.5.2 table and the section b.4 "summary of maximum and minimum values" have been changed to reflect this.
3. Sections c.10.1 and c.10.5 have been revised to clarify us forest service metering requirements.
4. The site statements of work have been revised to delete the original browning usch (court of appeals) photograph since this is outdated and has no content not found on the new photograph.
5. The penthouse roofs on the peckham fb and usch are no longer available for pv development as they must be used for temporary equipment for a separate project. The site statements of work and minimum production requirements have been revised to reflect this. The original photograph in the site statements of work has been deleted and replaced by a new drawing titled "overall roof plan".
6. The peckham requirements in the site statements of work have paragraph 2.2 removed since production requirements are now for kwh per year and are described elsewhere.
7. Square footage tables in the site statements of work are removed for the c.clifton young fb (reno) and the carson city fb as the numbers may be inaccurate.
8. Us forest service parking lot design documents are posted to fbo with explicit access required. All potential offerors who have had document security agreements approved and been granted explicit access will be able to directly access these documents. This replaces the earlier procedure of requesting these from the us forest service.
9. The site statements of work for the us forest service mare island have been revised to permit, but not require, removal of the abandoned navy communication towers on the roof.
10. The site statements of work have been revised to remove an inaccurate and redundant production requirement.
11. The site statements of work have been revised to remove the forest service mare island requirements. A new "scope of work (sow) for on-site solar photovoltaic (pv) carport(s) and roof mounted system(s)" is added. A schematic drawing "forest service site markup" is added to accompany this new sow.
12. B.5 is changed to include a new set of system payoff numbers for the existing pv ppa system on the roof of the fb 2800 cottage way, sacramento. Constellation provided these numbers as the payoff cost where constellation has responsibility to remove all equipment and restore the roof to pre-existing condition less normal wear and tear.
13. L.4.1.2 is changed to permit models to be submitted using helioscope or pvsyst as alternatives to pvwatts. Pvwatts is also acceptable.
14. M.1.4.1 is changed to set a tolerance of 5% for models submitted by offerors.
15. L.4.3.3 is changed to eliminate the requirements to submit cost breakout information.
16. M.1.7 is changed to state a discount factor of 3.1%, and to factor recover of unamortized costs into the npv calculation. The price schedule is changed solely to change the title of the system removal for roof replacement to "system removal", with language made consistent with m.1.7.
17. A.3 order of precedence has revised language.
The extensions are included as this amendment is substantial and was unexpectedly delayed in being finalized.

8. B.3.4 is revised to indicate that any project incentives from nvenergy for the carson city and c.clifton young (reno) systems will go to the government. This is to eliminate pricing undertainty, as nvenergy rules exclude the federal government from program eligibility.
9. C.5.3 is revised to clarify staging areas responsibility.
10. C.6 is revised to clarify liability for interconnection study costs where study requirements could not be reasonably foreseen.
11. C.7 is revised to remove contractor liability for hazmat remediation, and to add the requirement to perform a hazmat survey at each site and notify the government of findings.
12. C.14.19 is revised to clarify parking lot work requirements.
13. C.12.2 is revised to clarify that the c.clifton young fb is also an historic building. Please consult the list of document viewers if you cannot open a file.
