Expression of Interest are invited for Feasibility Study for Renewable Energy for Joint Service Council for Jenin Western Villages (JSCJWV).
The Ministry of finance and planning has applied fora financing from the French Development Agency (AFD) and the European union for the benefit of the Joint Service Council of Jenin Western Villages for water and waste water(JSCJWV) under the umbrella of Palestinian Water Authority, and intends to use part of the funds thereof for payments under the following project:FEASIBILITY STUDY FOR RENEWABLE ENERGY FOR THE JSCJWV. The objective of the JSCJWV is to cover as far as possible the energy needs of the water and waste water services with renewable energy in order to reduce electricity costs and CO2 emissions.
The Services of the consultant shall consist ofDeveloping Feasibility study for Renewable Energy(solar and wind)in the JSCJWV service area.
The consultant will coordinate also with the Technical Assistant(Hydroplan, Timesis, PWEG) who will help the Employer to follow up the implementation of the study and to validate the final report.
The JSCJWV hereby invites consultants to show their interest in delivering the Services described above.
Eligibility criteria to AFD-s financingare specified in sub-clause 1.3 of the “Procurement Guidelines for AFD-Financed Contracts in Foreign Countries”, available online on AFD-s website www.afd.fr.
Interested consultants must provide information evidencingthat they are qualified and experiencedto perform those Services.For that purpose, documented evidence of recent and similar services shall be submitted.The number of similar experiences presented in the expression of interest is strictly limited to 10 (for single consultant or joint venture). Beyond 10, additional experiences presented will not be analyzed.
If the consultant is a Joint Venture (JV), the Expression of Interest shall include a copy of the JV Agreement entered into by all members. Alternatively, a letter of intent to execute a JV Agreement in the event of a successful proposal shall be signed by all members and submitted with the Expression of Interest, together with a copy of the proposed Agreement.
Determination of thesimilarity of theexperiences will be based on:
- The contracts size: should be above 80, 000 EUR excluding tax
- The nature of the Services:feasibility studies for RE projects
- The technical area and expertise:Experience in technical and financial analysis of projects specific to RE
- The location:Palestine -West Bank
The Client will also take into account for the evaluation of the applications the following items:
- Skills and availability of in-house technical back-up experts provided to the on-site experts. No CV must bepresented in the EOI.
- Local representatives/partners. No CV must be presented in EOI.
Expression of interest should not exceed 80 pages maximum.
Among the submitted applications, the JSCJWV will shortlist a maximum of 6 consultants, to whomtheRequest for Proposalsto carry out the Services shall be sent.
Expressions of Interest must be submitted to the address below no later than 12:00 PM 18 February 2019.
