The Government of Jamaica (GOJ) received financing from the World Bank toward the cost of the Foundation for Digital Government Transformation (FDGT) Preparation Grant and intends to apply part of the proceeds for the following consulting services. The main objectives of this consultancy are to: 1. Conduct a rapid, desk-based and stakeholder-informed scoping exercise for the development of the procurement package, collecting sufficient diagnostic evidence, stakeholder context, risk identification, and market information to support sound procurement and scoping decisions. It will not itself design, approve, or implement the DFS reforms nor is the scoping exercise intended to be a comprehensive financial-sector assessment, regulatory audit, or statistically representative study; 2. Prepare a vendor-neutral procurement-ready Terms of Reference (TOR), Request for Expressions of Interest (REOI), qualification and evaluation criteria, estimated budget, and high-level implementation schedule to facilitate the future contracting of a consulting firm to draft actionable institutional, policy, and regulatory reforms aimed at expanding DFS accessibility and usage in Jamaica, with particular attention to underserved users, Micro Small and Medium Enterprises (MSME), women, rural communities, persons with disabilities, and other vulnerable groups; and 3. Conduct market analysis identifying at least Five (5) potential firms with relevant DFS, financial inclusion, digital payments, regulatory reform, and public-sector advisory experience, without limiting future competition to those firms.
