Notice of Intent to Sole Source
The Federal Bureau of Prisons (BOP), Field Acquisition Office (FAO), Grand Prairie, Texas, intends to make a single award of an indefinite delivery/requirements type contract with firm-fixed unit prices for the provision of an Occupational Vocational Training Program in Commercial Driver-s License (CDL)
Requirement Overview:
The contractor shall provide Vocational Training Instruction for a CDL program to the inmate population located at the Federal Prison Camp (FPC), Ashland. The program must be accredited and qualify successful participants for a Class A Commercial Driver-s License. Performance will occur at the contractor's outside college or technical school facility and includes approximately 40 hours of classroom instruction, use of a driving range, and a vehicle for skill practice. The anticipated student load is approximately 20 inmates per option year.
Minimum Qualifications:
Must be an Accredited Institution of higher learning, post-secondary institution, or industry-based school.
Program must lead to transferable credits resulting in a college certificate (A.A., A.A.S., or A.S. degree) or industry-accepted certification.
Instruction must comply with BOP Program Statements 5353.01 and 5300.21 (p. 2).

Justification:
The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." This determination is based on the unique proximity of the accredited facility to FPC Ashland.
